need help fitting wheels

hey all i drive a legend ..
i just got a set of 18" x 8.5's but the problem is the front wheels stick out more then the fender itself...
i know its a defect but i love the wheels ...
i tried to take it to people to machine the rotors or the wheels but itll be too thin and it might crack if machined ... dotn know what to do to keep it legal..

If all else fails, either widen your fender, or get 7"/7.5"/8" width wheels.

yeah but the wheels i got only come at the thinnest 8" wide
its ok im going widebody ...
getting extended fenders soon ..
