As far as I can tell, it's just a spacer that increases the size (interior volume) of the intake plenum. Increasing the volume of the intake plenum on any car will give you a small increase in power and torque (with appropriate tuning and headwork) as it allows the engine to have a bigger stock of filtered air available to be sucked down the intake runners and into the combustion chamber for a given combustion cycle.

The same (but ultimately more effective) result is often gained by tuners by boring out the intake plenum (either by hand or by extrude honing) or by bolting on a larger throttle body (such as a Type R unit in the case of cashed up Honda tuners).

The product on the website is just a simple bolt-on solution to a poorly designed Jeep throttle body, IMO better results can be gained by other methods..
