To my knowledge (from RTA), a suspension means you will lose your licence for a period of time i.e. 12 months and then you will be able to resume your license again.
Whereas a disqualification which results in the cancellation of your licence, you will need re-apply for a new licence (Ls) and complete the satisfactory requirements i.e. 120 hours log book and hold licence for another 12 months (if under the age of 25) before the driving test can be attempted.
Hope this answers your question

disqualified meaning, start from scratch.
suspension meaning, you can't drive and lose ur license for that period of time of your suspension.

Quick clarification for everyone!
Suspension is like a temporary loss of licence eg......
Drink driving before going to court, not pay fines etc...license stays suspended until you go to court or pay you fine.
Disqualification is when you go to court and you are found guilty of an offence and the magistrate disqualifies you for x period of time.

if you lose your license for too many demerit points, or speeding etc, you get a notice of suspension from the rta.
"your license has been suspended for 6 months commecing XXX date. you may not drive until XXXX Date"

From LINK (http://www.rta.nsw.gov.au/rulesregulations/penalties/licencedisqualification.html)
Licence Disqualification
A licence can be cancelled because of a disqualification by a court for offences committed.
All driving is prohibited until the period of disqualification or cancellation has expired and a licence is reissued.
It would seem that after the end date of your disqualification your license should be reissued.
Hope this helps

To everyone posting in this thread, i coulda dished out a LOT of negative rep!
Do yourselves the favour and KNOW what youre on about prior to posting.
DQ is when you go to court, and is similar to a suspension however you do not retain ur physical licence.
The only time where u need to redo your L's and P's test, is when youre DQ'd for 2yrs or more.
And even if you are DQ'd for more than 2 yrs, when you "restart", you only have to do the L's computer test, and the P's driving test, to resume at the same point of ur licence.
eg. If you get DQ'd on your green P's, after completing ur L's comp test, and red P's driving test, you must start your green P's from scratch... ie. be on ur green P's for another 2 yrs.
NB: You dont have to do the 50 or whatever hrs it is on ur L's - u only have to do the tests.
